Workforce Effectiveness Matrix™

Simple tool for real HR problems

Simple way to understand your employees

Many organisations think:

  • “We have qualified people, so everything is fine”

But in reality:

  • Some skilled employees do not perform
  • Some less skilled employees try very hard
  • Some employees are simply not fit for the role

So the real question is:

“Do your employees have both ability and willingness to perform?”

Why this tool is important

In HR, two things matter most:

  • Can the employee do the job? (Capability)
  • Do they want to do the job? (Engagement)

Many companies focus only on skills. But skills alone are not enough.

  • A skilled but disengaged employee can still fail.
  • A less skilled but motivated employee can improve.

Two very simple ideas

1. Capability (Skills and Knowledge)

Can the employee do the job properly?

  • High → Strong skills and competence
  • Low → Needs training and development

2. Engagement (Attitude and Motivation)

Does the employee want to perform?

  • High → Positive, committed, willing
  • Low → Disengaged, not interested, low effort

Four Types of Employees

1. High-Value Employees (High Capability + High Engagement)

This is the best group. They are skilled and motivated. They deliver strong results. These are your future leaders

  • What to do: Retain them; Provide leadership training; Give growth opportunities

2. At-Risk Employees (High Capability + Low Engagement)

This is a dangerous group.  Skilled but not motivated. Can perform, but not giving full effort. Risk of leaving or quiet quitting

  • What to do:  Understand their problem, Improve work environment, Provide recognition and career path

3. Developing Employees (Low Capability + High Engagement)

This is a very important group.  Willing to learn. Positive attitude. But lacks skills. High potential if trained properly

  • What to do: Provide training programmes, Give coaching and mentoring, Build their skills step by step

4. Misaligned Employees (Low Capability + Low Engagement)

This is the problem group.  Low skills. Low motivation. Low performance and negative impact

  • What to do: Provide basic training (if possible), Monitor performance closely, Consider role change or exit
